feat(web): Add to Multiple Albums (#20072)

* Multi add to album picker:
- update modal for multi select
- Update add-to-album and add-to-album-action to work with new array return from AlbumPickerModal
- Add asset-utils.addAssetsToAlbums (incomplete)
