Fix etcd ssl for canal

- Move CNI configuration from `kubernetes/node` role to
`network_plugin/canal`
- Create SSL dir for Canal and symlink etcd SSL files
- Add needed options to `canal-config` configmap
- Run flannel and calico-node containers with proper configuration
